Why is this guy taking a photo of me? Oh well, time to get weird.
Three years after the first Watch Dogs game, San Francisco is the first city to install a next generation central operating system, or ctOS. Blume created ctOS 1.0 years ago, but it was rebooted by Aiden Pierce. Since then, they’ve upgraded it and it’s supposed to be unhackable. Every device in the city is on a single system. Cars, houses, phones, all working together to run the city and store all types of information about its citizens. It records every part of a person’s life and figures out how they think. From the food you order, to the route you take to work, the operating system stores it all.
We have to run!
Marcus is a hacker who is in trouble with the law. The problem is, he didn’t commit the crime. He decides to join the hacker group DedSec. DedSec is made up of Sitara, Josh, Horatio, and Wrench. Before Marcus can join, he has to go through initiation first. His initiation? Hack a Blume server farm and delete all traces of him. After Marcus succeeds, DedSec sees that ctOS can harm innocent people. They decide to expose the corruption that is happening with ctOS and the companies supporting it.
He's behind there, get him!
With each exposure, each act, more people follow them. With more and more people supporting them daily, it wouldn’t be long before everyone knew what Blume was actually about. One day Josh finds something weird with the number of followers they have. When Marcus investigates the numbers, he discovers a data manipulation program using ctOS data called Bellwether. It’s being used by Blume’s CTO, Dušan Nemec, to manipulate financial and political systems. With DedSec now on Blume’s radar, they are forced to leave the city for a while.
They'll never find me in here...
The group head out to the desert for a hacking event. There they let loose and try to find a way forward. They meet legendary hacker Raymond Kenney. He’s interested in what DedSec was doing. He wants to take down Blume more than anyone. The team isn’t too welcoming at first, since he is an outsider, but soon they realize that he helped build ctOS and they could use his skills.
There's that guy again, what's his problem?
With Kenney’s assistance, DedSec exposes corruption in major companies like Nudle (parody of Google), Tidis (parody of iRobot), and Galilei (parody of SpaceX). They also exposed corruption in the FBI and local police precincts that was helping gangs across the city. Because of the exposure of the cops, a local gang, the Tezcas seeks revenge for exposing the activities.
Oh shit, gotta stay in cover!
The Tezcas kidnap Horatio, but when he refuses to help them find other members of DedSec, they stab him and leave him for dead. When Marcus gets to him it’s too late and he vows revenge. After destroying a boatload of a cocaine shipment and burning their marijuana farm, he goes after its members. After killing their leader, Pablo Cortés, Marcus goes after the three that kidnapped Horatio.
Who is this guy anyway?
DedSec learns that Blume is going to install a satellite network to bypass the undersea cables, giving them a monopoly on the entire world’s data. To prevent this, they install a backdoor on one of the satellites. They decide to coordinate a massive operation to allow Marcus to break into Blume’s headquarters and send Nemec’s crimes to the police. The police arrive to Nemec’s place and arrest him and Blume is put under investigation while DedSec vows to continue their fight.
Look at this loser, he actually thinks he's going to win
In an ending scene, two unknown people note that DedSec cells and other hacktivist groups are emerging worldwide due to Blume’s corruption. This scene was added post launch and is alluding to the next game, Watch Dogs Legion.
